One homeowner in Richmond Hill South has received over 120 complaints over the past 6 years. The Buildings Department spent resources investigating unsubstantiated complaints. Homeowner felt harassed, and requested identity of the complaint filer. Anonymity should not be permitted to those who use the system to harass neighbors, and should be criminality liable.
