$5 billion for 82k new homes: City of YES zoning

It passed the City Council 31 to 20. The City is to commit $60,975 per projected unit to invest in sewer projects, financing for affordable housing (Land Trust) development, legal services for homeowners, and down payment + rent vouchers. How much of the $5 billion will actually benefit homeowners and tenants directly? Will that information be tracked?
