$8.8 million mental-health questionnaire sent to 210,462 households had a 12,759 6% response. How many of those 12,000 returns are from mail thieves themselves claiming an additional $20 for filling it out with phony answers? Thank you Representative Meng for reporting two culprits were arrested in Maspeth. What mail piece did they steal? Free cash!
