Tenant started having problem paying rent right before COVID. When COVID-19 Emergency Eviction and Foreclosure Prevention Act went into effect on December 28, 2020, tenant trickled its obligation, then stopped completely. Even when the moratorium ended on January 15, 2022, owner had difficulties filing eviction. Tenant would damage property intentionally and file HPD habitability complaints requiring repairs at owner’s expense.
Owner’s only income besides rental is her social security. At 70s, she would collect bottles to supplement her income while her tenant is not paying real estate tax, water and sewer, ConEdison, and insurance. it has been a nightmare.
