NYC HPD Page. Local Law 66/2019 changed lead paint definition threshold from 1 mg/cm2 to 0.5 mg/cm2. XRF instrument is required. Conducting XRF testing in all units is required and must be documented by all property owners of pre-1960 rental housing, and in all housing built 1960-1978 where the owner has knowledge of lead-based paint, by August 2025. Local Law 31/2020.
All tenant-occupied house and units are required to be tested for lead-based paint.
